JOB TITLE:Reading Specialist
DEPARTMENT:Owasso Elementary Schools
REPORTS TO:Principal
FLSA STATUS:Exempt
CONTRACT STATUS:         Full-time / 180-days

SUMMARY: Create a flexible intervention program along with a class environment favorable to learning and personal growth. Provide academic supports to students through researched-based intervention practices delivered in a Multi-Tiered System of Support (MTSS), specifically, but not limited to students who are struggling in reading. Establish good relationships with parents and with other staff members.

ESSENTIAL FUNCTIONS: These statements are intended to describe the responsibilities assigned to this position and are not intended to represent an exhaustive list of all responsibilities, duties and skills required.
  1. Primarily serves as a Tier 3 support intervention for reading
  2. Facilitates and coordinates small group intervention in the classroom.
  3. Facilitates the implementation of RGR curriculum for phonics and other curriculums that have been adopted by the district.
  4. Provides professional development to staff throughout the year to help with small group instruction, whole group instruction, phonics instruction, assessments, and interventions.
  5. Responsible for data mining throughout the year but specifically during beginning of the year (BOY), middle of the year (MOY), and end of year (EOY) reading assessments using the district’s specified universal screener. 
  6. Inputs and manages data in MTSS system.
  7. Manages student reading plans and any letters and documentation regarding reading plans and implementation.
  8. Serves as a conduit of information and support regarding Reading Sufficiency Act - explanation of law and requirements for teachers and students.
  9. Attends professional development when necessary to help teachers with their classroom reading instruction.
  10. Manages the RSA portfolios and probationary promotion meetings.
  11. Creates RTI groups. 
  12. Consults as needed regarding retention needs and concerns for students
  13. Attends district level meetings regarding reading instruction, curriculum selection, RSA law and implementation.
  14. Assists with special projects.
  15. All other duties as assigned by the administrator.

EDUCATION and/or EXPERIENCE:
  1. Bachelor’s Degree in Education or related field
  2. Master’s Degree in Reading or related field
  3. Valid Oklahoma Reading Specialist Certificate
KNOWLEDGE/SKILLS/ABILITIES:Computer literate; excellent written and oral communication ability; strong knowledge of rules, regulations, policies and laws applicable to education and special education.  Ability to follow all district policies and procedures.  Ability to work independently, displaying initiative and enthusiasm for the tasks being done.  Demonstrating strong communication skills, orally and in writing, with faculty, staff, team members, and administrators.  Ability to work without supervision, and work as a team player.  Ability to document records accurately.  Ability to manage confidential information in a manner that respects students, families, and employees.  Ability to listen effectively. 

LANGUAGE SKILLS:Ability to read, analyze, and interpret English language including common scientific and technical journals, financial reports, and legal documents. 

MATHEMATICAL SKILLS:Ability to apply advanced mathematical concepts and mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

REASONING ABILITY:Ability to apply common sense understanding to carry out written and oral instructions.  Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
