The California Department of Insurance (CDI) is seeking a dynamic Associate Governmental Program Analyst with knowledge of the State's bargaining process and Memoranda of Understanding to join the Labor Relations Unit and provide analytical support to the department's Labor Relations Officer.

Under the general direction of the Labor Relations Officer (LRO), Human Resources Management Division (HRMD), the Associate Governmental Program Analyst (AGPA) performs a wide variety of technical and analytical assignments, with differing complexity and sensitivity, within the Labor Relations Unit (LRU). Provides analytical support to the Department’s LRO.

Occasional travel may be required within the state of California via private or public transportation (i.e., automobile, airplane, etc.) and may include overnight stay(s).

This position is designated under the Conflict-of-Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict-of-Interest Code requirements may void the appointment.

Working Conditions

  • Work in a high-rise office building and/or shared office environment (e.g., artificial lighting, controlled temperature).
  • Daily use of computer keyboard, mouse, camera for virtual meetings, office equipment, telephone, and related software applications at a work station.
  • The incumbent may telework in accordance with CDI’s Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies may exist for those who qualify.

  • Ability to show initiative, take a proactive approach to work, and follow through on action items and goals.
  • Ability to effectively communicate with and present information to all levels of department management, staff, and labor unions.

  • Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.


This position is pending CalHR approval to be designated as Confidential (Collective Bargaining Identification: C01). Incumbents in Confidential positions are excluded from collective bargaining and eligible for other employee benefits which are typically only available to incumbents in supervisory/management classifications, e.g., Consolidated Benefits w/ better healthcare options, life insurance w/o a required out-of-pocket expense, etc.
